The Changing Role of the CIO

A knowledge sharing group dedicated to CIOs and IT leaders of prominent enterprises in the Philippines. The group meets every two months to discuss topical issues selected by the members.

The “hot seating” segment involves selecting a single member of the CIO group and giving all other members the opportunity to ask specific and pertinent questions related to his/her activities.

Topic – The Changing Role of the CIO

While the role of the CIO has constantly evolved over the past decades, the changes resulting out of the digital pursuit are perhaps greater and more fundamental than ever before. The very core of the CIO’s role — namely operating IT — moves increasingly into the back as enterprises strive for a “cloud-first” approach.

On the other hand, a radical new scope of assignments is being put onto the CIO’s shoulders, requiring additional capabilities and demanding a much greater emphasis on areas such as innovation or crafting and orchestrating digital ecosystems.

We will be discussing:

  • The unique challenges that IT leaders are facing in the Philippines as a result of changes to the role of CIO.
  • Examples amongst group members where they have seen their role change.
  • Other relevant issues and topics associated with the change.

Dondi Mapa

Damian “Dondi” Mapa is a certified expert on data privacy and information & communications technology (ICT). He has received the Data Protection Officer Certification (bestowed by the TUV Rheinland Academy) and is a Certified Information Privacy Manager (bestowed by the International Association of Privacy Professionals). He has served on the Philippine management team of the following ICT companies: Microsoft, Hewlett-Packard, Dell, Unisys, HatchAsia, James Martin & Co., and Andersen Consulting. He has delivered projects around the world; in the Philippines, USA, Japan, Singapore, Indonesia, Kenya, and Tanzania.

He is a recipient of the Private-Public Partnership IMPACT Award, given by the US Department of State “in recognition of innovative public-private partnerships that are improving the world in the most impactful ways” – for the work done in using TV White Space (TVWS) technologies to deliver internet connectivity to remote areas of the Philippines and in post-disaster recovery efforts.

He served in government twice, when he was appointed in 2004 to the Commission on ICT (with rank of Undersecretary) by President Gloria Macapagal-Arroyo, and in 2016 when he was appointed to the National Privacy Commission (with rank of Undersecretary) by President Benigno S. Aquino III. He is a co-author and signatory of the Implementing Rules and Regulations of the Data Privacy Act of 2012 as well as various NPC circulars and advisories.
He has served as a President or Board member of the following trade and industry associations: the Infocomm Technology Association of the Philippines (ITAP), the European Innovation Technology and Science Center Foundation (EITSC), the Telecentre.org Foundation (TCF), the Philippine Association for Open Computing (PASSOC), and the Unix Users Club of the Philippines (UUCP).
